Maybe Tonoyasu is Oorochi! Or at least related to him. Nose, size of eyebrows, shape of mouth and teeth, ponytail. Maybe fangs and size variations are stages of the zoan transformation. Disguising as a commoner would be a way for the shogun to keep a closer look at his people.
